Thanks for the suggestions. I tried several ISP's same result, so I know it's on my end, I just dont know if it's hardware(modem or modem wiring) or software or the local phone lines. I suppose I should try another modem first, any other ideas?
<<my modem dials out but doesnt connect to the ISP. I get that familiar recording "If you want to make a call, please hang up & dial again". I rewired my cd to the onboard sound card, could that be it?>>

also...go into control panel and then modems.
first thing is what kind of modem do you have?
next go to diagnostics, and select the port of your modem. then click more info.
this will give an irq, a port, an address adn a uart.
if the uart is 8250 your modem is shot.
if you get an irq of 0 and it is NOT a conexant modem then it is time to reisntall drives or get a new modem.
most good quality modems will sit on addres 2e8,2f8,3e8,3f8, many low end software modems will have a different address.

I still think the modem is just shot. What brand is it? Or, what model? Best Buy has modems for $29-39 that are pretty good. The DSI ("Made by Creative Labs" is decent, as are the Modem Blaster 56k (also cake to install!). I'll bet the diagnostics checks out okay. You could als try reinstalling the dial-up networking software in the control panel (network applet).

I like the "Call your ISP" fix so far. It sounds like you have your dialing properties misconfigured a bit. They should have you fixed up in a jiffy. You might have something as simple as "Use Area Code" checked off when you have a local dialing number.

It turns out the phone service is pulse dial. LOL! Also, the diagnostic showed a UART 8250 and everything works fine, so 8250 does not mean modem is shot, at least in my case.
