Ok, I have two partitions created by Windows 2000 on my computer. They are both NTFS formated and one is for Windows 2000 and one is for my data. Now if I delete the Windows 2000 Partition and then recreate and reformat that partition and reinstall Windows 2000 will I be able to access my data on the 2nd NTFS partition?? And what would happen to all the security for the partition (i.e. User Rights, Policies etc.)

You wil be able to access the data fine, provided you did not encrypt the data.
Even if the data is encrypted, you could still access it IF you had stored the encryption key somewhere on a network server or remote profile. ( You probably would not have done that, because if you had known enough to do that, you would not be asking this question.)
