I have a hp surestore t4i tape drve and I'm running win 98 now they say to use colorado backup II but I can't find it other than the hp site and they want more $$$ to get it

Just use your Win98 backup software (was written by Seagate and it is the "light" version of their "Backup Exec" software) Will work just fine. If you are really wanting something else then look into Chyenne's Archserve or NTI's software (a bit pricey if you ask me when the Seagate software will do just fine.
