Things that usually cause this problem are when all of the cards(video, modem, etc.) are not seated properly, IDE or Floppy cable not are not secure or put on backwards, bad or mismatched memory, and bad motherboard or faulty BIOS. If you have any spare "known good" memory try swapping it out to see if that is it. If you don't have any extra memory try taking out all the memory to see if you even get any beeps. If you get a beeb code it is probably your memory.

quite possible that the mobo buttery is gone (it's an old system) try to replace it ...
gluck
seriously doubt if it's the mobo battery - that problem should only cause the BIOS to start from factory default each time - no new settigns would hold through a power-down. Don't get me wrong - probably is time to replace it - but that wouldn't cause the problems you are seeing.....
Have you opened the case - blown out any dust - unseated and reseated the MOBO power cables? Unseated and reseated the IDE cables at the MOBO and HD ends?
Did any fans stop and short out? - Disconnect any of those.
Remove every expansion card except the video card - reseat the video card....
If those steps don't change anything - move the video card to a different slot and try again.
If that doesn't help - pick up a used video card at a junk shop and try again - nothing elaborate - if you spend $20 you spent too much, kind of thing....
try again -
post your results from those efforts here and we'll go from there.
