My free ISP software tries to connect, then hangs up and says "Modem port is already open".
I've even shut the computer off for more than 10 seconds, and re-dialed, and it says the same thing. Does this mean my modem is on the fritz?

I had the same problem just the other day, it turned out to be an IRQ problem. My network card and modem were sharing the same IRQ.I had to change the network card to another IRQ so that the modem would work.
Now this may not be your problem but it looks like another program is using the same port as your modem, try pressing Ctrl,Alt,Delete and seeing what programes are running in the background.

this happens to me sometimes. i go to the device properties and remove the modem and then refresh and it starts working again without a reboot. i still havent figured out the cause.

You remove the modem from the hardware device list? Do you also add it back to the list (which is a short time process). You don't have to reboot.
Just out of curiosity, have you been downloading a lot? My modem has downloaded about 20 CDs+ of info.

If your modem works with other programs then your free ISP software may need some configuring. Can you specify the modem/ port settings in this software?
If your modem is an internal "Plug n' Play" and you have the option to jumper it non-PNP I would recommend that you do it and manually assign the IRQ, and COM port to resources that you know are available. I have seen this solve some unusual connection problems.

Another point to consider, do you have winfax or other program that listens for incoming call??? This can be checked@Start;programs;startup. If something here needs a modem to perform, it locks modem access to all other programs 'till you close it. Winfax is a good example.

I have had this happen before also, and it can be an IRQ conflict as stated above, but not likely unless you have recently installed some new hardware or moved something around?
Also, it does it sometimes after the computer hasn't been used for a while or if someone was just on the phone..but you already tried shutting down waiting and then coming back.
Did you just put the free ISP in??
What were you doing before it happened?
I would vote for removing the modem, shutting down and then adding it on again, or just removing/adding it and checking your ISP configuration and making sure that the right modem, etc. is specified.
