Recycle Bin doesn't refresh

Fairly recently my Recycle Bin icon on my desktop has taken to not refreshing when it's emptied or when I place something in it when it's been empty. I have to right-click on the desktop and choose "Refresh." Before it would always update itself to show either something in there, or empty. What can I do to make it update itself again? I'm running Win98SE. Grazi!

I had that the other day, no idea why, I was fooling around with buss speeds though. For me it was simple, I just set it on a different theme then went back to the previous theme. I you aint got themes support I got no idea.
