i have a 3com nic in my PC and a PCMCIA card in my laptop, I have a crossed UTP cable, it doesnt work.
I think that little connector from my PC card to the RJ45 connector is not crossed.
Would this be my problem or am I wrong??

First off:
1. Does both machines see the NIC's properly?
2. What protocols do you have installed? Do they appear properly when you right click on Network Neighborhood, properties?
3. Do they have the exact same name under workgroup and different computer names?
4. Are you using a hub? If not, you need a straight through cable (I think it's called)
5. Have you tried deleteing all the network protocols (on both machines) in safe mode, including the NIC itself, reboot, let it redetect the card, and reinstall the protocols?
Let us know. There's more we can do.

If you are using a hub then you need a straight throuh cable. If not , then you need a crossover cable. Everything else Nathan said is right on the mark. You might also try and see if the machines can ping each other. To do this open a dos window and type ping 192.168.0.1 (whatever your ip of other machine is) Until you get the pings to work in both directions, you are not going to have any luck on getting them to show up in network neighborhood.

Im think i have a cabling problem, I think I should have some lights on the pigtail, just cant get them to flash.
PS do i have to specify the ip adress 192.168.0.1/2 ? I have anyway

What? Do you have lights on or not?
When pinging an IP address, yes. If you are assigning one for the network, no you don't.
You didn't answer our other questions. It's hard to help you if we don't have these answers so we can point you in the right direction. If you don't understand the question or maybe we didn't explain it right, then let us know.

I have both nics installed correctly, I have Client for MS Networks, My 3 com adapter, TCP/IP > 3com TCP/IP > Dial UP
If i ping 192.168.0.1 i get a reply but isnt that pinging myself ? I tried 192.168.0.2 and the request timed out.
]The thing that worries me is i have no lights on the little adapter from my PC card to the RJ45 connector.
I dont have a hub so i am using a crossed length of pair but what worries me is the PC card to RJ45 adapter because its not crossed.
I realized I can only put the cable in one way around, with the correct end going into the PC card adapter, see what i mean.

Thanks Bdog. I get those backwards sometimes.
The pigtail (that goes from the PCMCIA card to the network cable) might not be working right. That light should come on showing some type of network activity.
Try installing file and printer sharing & NetBeui on both machines. See if that makes a difference.
Let us know what happens.

I had a similar problem, and I had to uninstall all the network protocols, then I uninstalled the adapters, and let windows detect them. I also use internet connection sharing in win98 se, works great

Another thing. Does each computer see itself in Network Neighborhood? They should. If not, you have a protocol problem.
The little cable (adapter) from your pcmcia card to rj45 does not need to be crossed over. If it was, and you were using a cross over cable, it would essentialy be straight through. You stated that you can ping 192.168.01. This is a good start. On the other machine can you ping 192.168.0.2? I always start off with getting the machines to ping themselves, then each other, the worry about the network neighborhood stuff later. Also what do you get when you type winipcfg at the dos prompt?
Good point Nathan. If the machines can't see themselves in NetNbrhd then you have protocol probs. Also is your subnet mask set to 255.255.255.0 ?
