url links in email don't work

When I receive a website link in an email it doesn't work. I get a box that say's program not found. It is looking for Program.exe. I am using Outlook. I have had Netscape browser installed previously. Is it looking for that? Seemed to start doing this around the time I removed Netscape.

Your system has so-called default browser setting. Obviously, your default was netscape, but since you removed it, the setting is outdated. Hopefully, you also have at least IE4 on your system. Go to Start-Settings-Control Panel-Internet. Under "Programs" tab, at the bottom, check the box "Internet Explorer should check...". It will reset IE as as the defauld browser, and everything should work from that point on.
