Have aaabit BX6 V2 with a celeron 300a. When and does the voltage setting have to do with overclocking system.

You should post this topic in the Overclocking and CPUīs forum.
But I will answer it here.
You have to raise the voltage on your CPU if wonīt overclock at all or itīs just not stable at the current overclock.
But be aware of that when you raise the voltage it produces more heat, than it would before. This means you might need better cooling.
Another way to use the voltage raise is if you canīt get to the next step of your overclocking adventure. Ex: You canīt get to 464a from 450a on your 300a. The you can raise the voltage and burn in the CPU at maybe 2.4v (this is high, so donīt try this if you havenīt got great cooling) and 450MHz. Then you can maybe/maybe not go to 464 at 2.2v after 2 days of burning in.
The burning in process is when you let your computer run one or more CPU intensive programs for some days.
