First, most likely your comp is configured to get IP address automatically, so it looks for DHCP server. If there's none on the network, it would usually wait for the operation to timeout, which may take a couple of minutes. Try directly assigning an IP address to it. Also, check that NIC is working properly and isn't conflicting with anything in the hardware.

Ditto from the last response. When you first set up your drivers for you netcards, it usually will ask if you want to set up your cards to auto connect. I had the same problem. I actually reinstalled the cards and assigned them where they had a IP address. Great support previous person....

My computer booted very fast without a net card installed. After installing the card it takes about 1-2 minutes to boot. I am using Windows 98 SE. This has happened on every computer I've ever put a network card it. Is there anyway I can change some settings inside windows to make it boot faster? Why is it doing this? Any help is appreciated.
