I'm running an MSI MS-6163, Celeron 466 (running at default 466), 128mb sdram, Quantum Fireball EX 6.4gb, Creative Riva TNT 16mb AGP, Diamond Data 50x CDROM and a Ricoh MP7040A CDRW.

My problem is that maybe 1 in 3 times I boot up I get a blue screen before it even gets into Windows (Win98 SE) and I can't do anything except reboot. I'm pretty sure it's software related as I have recently formatted and had no problems until I have started reinstalling all my backed up programs. I have tried a step by step confirmation at bootup and if i don't load the 'dblbuff.dll' file it seems to boot fine. I'm not sure on this, but does anyone have any info on this file??

Any other suggestions on common causes for a blue screen at bootup??

If it seems that particular file is causing the problems you could try this to "turn it off".

In the root of your C:\ drive is a file called MSDOS.SYS. Use a text editor (notepad.exe) to edit it and find the line that says:
DoubleBuffer=1
and change the "1" to a "0". If the line is not there, then just add it yourself. See if it affects your bluescreens.

note: you'll probably need to change the attributes on that file before you'll be allowed to save any changes. Currently it should be hidden and read only, turn those attributes off.

It's not the dblbuff.dll file. I tried turning it off in the msdos.sys file as shown above and it still blue screened me.
