I'm putting a 250GB Westerd Digital ATA 100 Hard drive into a Dell 3000 computer with the jumper set to cable select. In CMOS settings I have IDE Drive UDMA setting to off.
During Windows installation at the partition setup screen I'm only seeing 131070 mb of unpartition hard drive space? I should be seeing about 256000 mb what's happening here?
I checked Dell's web site and they list this same drive as a replacement part

You must not be using a slipstreamed SP3 XP disc. Maybe you should create one of those first. Moreover, Dell XP discs are bios-coded, so you should make one just for Dells.

Actually I'm using an old Dell Restore CD for Windows XP Professional SP1.
I forgot I had a Data Lifeguard Tools from Western Digital and ran that before installing Windows it fixed the 128GB limit and I was able to Partition the drive with two NTFS partitions 25GB and a 225GB.
Widows installed with no problems. I checked disk manager and have full access to the drive now.
I may try what you suggest I have both Windows XP SP1 CD and Windows XP SP2 CD
