I wanted to know if there is any software that would allow me to add my website to all and any search engines? I would like to know about the best that's out there.

usually its free and automatic. your host also should have services that submit it to various engines as well which come at a cost

I bought the web site but they want $1,000.00 for advertisement to bring traffic to my web site.

submit it to DMOZ.org they provide data for a bunch of search engines that use the open directory.
