It only just started happening, Every time I shut down Win98, It shells out to the "Its now Safe to turn off" and my hard drive clicks a couple of times then spins down before I hit the power , I thought the disk was on its last legs but ive just tried another drive and it does the same. Ive checked Power management, its all Off , Also when I power on it seems to take a while for th disk to spin up now.
Mobo or PSU ??

I hate to mention this because you probably don't have it, but there are viruses out there which damage hard drives - you may want to update your anti-virus definitions and do a sweep as your next step.
As I say - probably isn't the case, but it doesn't hurt.
Next, I'd reseat the IDE cable at the motherboard - if it persists, try replacing the cable completely. A spare doesn't hurt to have around and isn't too expensive.
Then I'd get into your device manager under system in control panel and see if there are any errors identified. There's a small chance you may need to reload your system drivers to rebuild your DMA channel
That's where I'd start -
Might also look in your BIOS set-up to see if anything's set wrong there.
