My Old Computer Won't Boot after I tried to overclocked from 100mhz to 166mhz.The Numlock's, Scroll Lock's& Caps Lock's lights on the keyboard just lights on and same as the HardDisk Indicator on the CPU.The monitor's power indicator however just flashes(seems to be in suspended mode or low power). However my computer works fine if I overclock it to 133mhz. BTW I only can adjust the CPU voltage to 3.3V or 3.4V

Sounds like you are probably limited with the 133mhz setting...Make sure to have a good cooling scheme if you plan on running it this way...that is just a generic answer though..
You would probably get a more detailed if not better answer if you post as much info as you can about your system (ie.. the board, components and your current settings....) hope that helps even just a little...
yep sounds like you have a 133. A better cooling system might help but I doubt it.

Most chips will only overclock soo much, then zip. You have to admit, a 33% overclock isn't bad, huh?

if u adjusted your multiplier or FSB, return the multiplier to the default, and return your FSB MHz to the default, then just go to the choice above the default MHz for the FSB, this should fix it, you could go higher, but if it's too high, that's what causes it not to boot... Plus overheating problems....
THANKS TO EVERYONE FOR YOUR HELP.
