I'm having a problem with Windows 98 (release 1) on two seperate computers. Although it is set up for multiple users, it never comes up with the log on dialog. Instead it goes into the "Cancel" user area (the user area you would have got if you had pressed cancel at the log on screen) and you have to log off. This is extremely annoying! I can't see any way of solving it, apart from reformatting and reinstalling Windows.

Unless you have need for it, get rid of users/passwords completely. Then, no logon window. And if you then use Windows Logon for networking, you won't get a logon window there, either. Getting users/passwords out, once it's installed, can be tricky. I recall some articles about it in the MS Knowledge Base.
