Philips has a CD-RW,400 SER. INT. IDE 4X4X32, that they say can store up to 1.3 Gbyte data on a single CD. Is that considered overburning?

As to the speed, I've just burned one cd and it went roughly twice as fast as my 2x burner did using 4x on the new one (using my 4x media). 300, 600, 1200KB/s for 2, 4, 8X are the rated transfer rates.
