Screen occasionally goes blank with fuzzy 1-2cm line at top

On occasion the screen occasionally goes blank and a 1-2cm fuzzy blue section appears at the top of the screen. It seems as though there is a problem with my video card (Riva TNT2 ultra gamer). I am using win98. It happens only when I am running a basic program within windows or can actually see the desktop. It does not happen when I am playing games. Can anyone enli8ghten me with a solution?

What resolution are you running at normally? - reduce to a really low setting & try again.

Do you have DOS level video card drivers set up in your autoexec.bat and config.sys files? - check your videocard web page for dos level drivers and whether you need them -

What do you have your video refresh rate set to? - lower it to 60

That's the only three things that come to mind.
