Does this mean that my CPU is bottlenecking the rest of my computer?

I heard some new intel CPU's are coming out towards the middle/end of the year, should I wait until then to upgrade ? or should i just buy a heatsink and try overclocking?

If my Opteron 185 is beating that Conroe by .1 I would OC that sucker. I have my 2.6 ghz. chip running at 2.92 ghz. and it is still my lowest subscore at 5.4.

I don't even think you need a heatsink to OC the Conroe to a certain extent. Just watch your temps and run a torture test of you choosing on the processor. I am still on an AMD 939 and have no clue what a high temp for a core2 duo is.

I do know for a fact my CPU is my bottleneck.

As long as you have decent air flow in your case, a 30% overclock on your CPU with the stock cooler is easy and a no brainer.

I don't really look at those vista scores. you need to use some other benchmark to see if ocing the cpu will actually help.

run something like 3dmark06 (vantage is still pretty new) at stock and overclocked cpu speeds. that way you can tell if cranking up the cpu is helping or not.
