Here's the setup: AMD 3700+ CPU, PC-Chips A-31G mobo, 2048 RAM, Vista 64bit SP1.

I've got one of those little CPU meters that runs in the sidebar and it is only showing one core as active. My SiSoft Sandra says the same thing it only shows one CPU.

Why is my 2nd core not turned on and how do I do so?

The 3700 is an Athlon 64 single-core, not an Athlon X2 dual-core. (Unless there's something brand-new out there I haven't heard of.) If it was a dual-core, it wouldn't fit in a Socket 754 mobo. ;)
