Guest Uploading Pictures

Hey Ya' All,
Can someone direct me to an answer or advise me of a way to offer a guest to upload pictures to my web site without a ftp program or even them having the ability to download with a file with a password control of it...??
I thought a java script but can not find one to try...
Like a auction site lets ya' upload to a place of there site....
Any Help Is really Appreciated..

the question I asked was confusing ...Sorry.....
I just want a simple method to allow others to upload
and edit like a blog or something simular...
Not a whiz with php or html here but like to work with them...
I have been working with both to create a site I have...
Any suggestions would be great....

I guess that was a foolish question ..there are a few free applications that offer Picture sites....
