LIBERTY, Pa. (AP) -- A Pennsylvania man is accused of attempted bank robbery - and if poor planning were a crime, he might be charged with that, too.
Police say a man arrived at the Citizens and Northern Bank in the borough of Liberty on Thursday and waited in his car for about 20 minutes. Shortly after noon, he tried to enter the bank 100 miles west of Scranton wearing a ski mask and carrying a rifle. But the bank's Liberty branch closes at noon on Thursdays, foiling his plans.
The man fled the scene, but bank employees took note of his license plate number. A 28-year-old suspect is jailed in lieu of $50,000 bail.

In many jurisdictions it's criminal to intentionally conceal your identity - he was wearing a ski mask.
Also, there are such things as attempt crimes. In a lot of jurisdictions, this would be a substantial enough of a step to make one guilty of attempted robbery. THere are jurisdictions that don't regard factual impossibility as a defense.

I dunno, those Hollywood bank robbers got over $1million together before they got greedy (and sloppy) and did another heist that got them killed in a giant shootout.
The DC Serial Bank Robbers hit 6 banks before getting caught, though because they weren't doing it right after shipments they only got about $361,000.
The way to do it is to rob the amored cars. (they carry more money than the banks) It's too hard not to get caught though. You need a crew to pull it off, some idiot always forgets to retire after the job or spends the money in a way that's noticeable, and when he gets caught he'll cop a plea and turn in everybody else.
