I have a pair of hard drives that only works by pair, otherwise BIOS can not detect only one of them.

My questions:

Is it possible to use only one of these drives in another PC (I found the drives in a Packard Bell equipment)?

Must I use special software to partition and format such a pair of hard drives?

Where can I find info about IDE hard drives that only works by pair?

You should double check the jumper settings on the drives when you try to get only one of them running. It's possible that each drive has a setting for master, one for slave, one for cable select (Don't worry about that...) and yet another for when the drive is alone on the IDE chain.

Need more info such as brand & model of the drives, but I've never seen ANY IDE drives that won't work as single.

HAS to be the jumpers as Eli said. Check the manufacturer's site for settings if it's not marked on the drive.
