I have downloaded a program called Yrefresher
from the site listed below:

This program was recommended to me to use with Win XP / IE 7
It works but takes up a lot of space on my IE bar.
Could anyone tell me a reasonably not too difficult way to customize
IE, to make this toolbar smaller, and move to another part of IE.
It basically has taken up 1/4 to 1/2 inch real estate on my browser window.
Appreciate your ideas.
(When it is installed it prompts that it is for IE4, but as I said it was recommended
to me by someone who uses it successfully.

I believe the answer to this would be: There is not an easy way to do what I was asking.
I looked at a Microsoft article, and followed some instructions to add a reg key and change the size of the band, but it did not work, I am guessing I did not change everything correctly or the tool band is embedded somewhere in the program.
I am not a programmer, just reaching for straws.
At any rate, this post should probably be ended?
I will leave the toolband for yrefresher, as it is.
