Test Network Speed / & Bandwidth

Trying to connect to a Database Server, which is on another subnet. It is constantly timing out. I would like to check the network bandwidth, and speed from my computer to the database server. It has to do something with the slow network speed, which the client is not agreeing to.
Is there any software tool available where I can check this, and show it to the client.

I have tried both. But user doesnt seem to understand. He would like to check it with some graphical tool.
Any ideas ?
