Help! - CD Rom spin-down times

I am using windows 98 and I adjusted the settings of my CD Rom the other day, I set it so that the CD Rom spins down if it is not accessed after 30 seconds.

Please please help as I cannot find where I can change these settings, I have completely lost them.

What OS are you using?

I am using win 98, sorry I should have mentioned that before!
