I need to create a 176 bit rate wave file to be used in an pplication. This application only uses wave files with a bit rate of 176. I use Audition but couldnt figure out where to manipulate the bit rate...
anyone else know?

Most audio editing software can 'downgrade' the sound quality / bitrate. Look to the 'save as' areas.

I've seen what you're talking about but there doesnt appear to be a place where I would downgrade to that particular level of 176. May have to contact Adobe?

Open a new session, Audition will ask you what bit rate. Set it to the bit rate you want the final to be. Browse to the file you are importing then drag onto the time line. Audition may then say the file needs to be converted, check convert.
