My computer wont "Shut Down"

Everytime I go to "Shut Down or Restart" I get an Explorer exe. crash and nothing happens. I don't know what the problem is so I always have to shut the pc off. Since I do this it has to run the scandisk because the pc was shut off improperly blah blah blah.. I have reinstalled windows and still now cure. Anyone ever have this problem or can any one help me with it?

Have you gone into the PC's bios and disabled all APM stuff?
Do the same in control panels Power management applet.

If you are using Win98/Win98SE, do the updates as there is a shutdown supplement that also addresses this.
