I would like to know whether it is possible to view the settings within Windows 98.

You can see some from Sandra99.

And a few more scattered around.

But you can't adjust much without going into the BIOS.

you can do some stuff using a program called TweakBIOS. also, you can change the FSB on some boards using a program called SoftFSB...
