Viper v770 Help

I don't think my system is preforming optimally,I score a 2800 in Win Mark 99' and a 3000 for the CPU Score. In the Quake 3 timedemo (demo 1) I get about 30 FPS,I've formatted the hard drive and installed my card and I really noticed no difference in Quake 3,it looks good but drops to 15 FPS at times,running in 800x600 even with color depth and texture at 32-bit,does anyone think somethings wrong? I formatted it to solve the IRQ problems I had,it has no !'s now but under the device manager under Input/Output it has ALOT of things,saying "Alias of" yadda yadda I think it repeats it self could this be the problem!?


I've reinstalled the drivers,formatted the HD,used the detonation drivers,optomized,and even over clocked!,done everything I can,please help I will do anything:

P2-350,96SDRAM,Viper v770 (non ultra) 32MB,Sonic Impact S90,3com US Robotics 56K modem.

I had Major problems installing it because the modem wouldn't work with it in,it was an IRQ Issue.
