could anyone shed some light on this problem please.

i did a reformat on pc the other day reinstalled everything and pc running great . now just had a load of windows updates and when i open explorer type in a web page and click go it seems to take maybe 10 - 20 seconds before page starts to load.
any ideas people please

I think we'd need more info, such as OS, version of IE, etc. and did you happen to check out which updates were being intalled, etc.

im using windows xp internet explorer 7 and not sure what updates it did
if that helps

Get all of the Windows Updates, then runa full anti-virsu scan with 2 or 3 different programs, then run a full anti-spyware scan with another 3 or 4 programs, then let us know how it works.

ok done all the updates scanned for virus and trojans etc and clean .
when i open task manager in that 10-20 second pause it shows as my cp usage at
100% after the 20 seconds it drops back down to about 10 %

You either still have an infection of some kind, you have phantom devices that are slowing the system down, or you need to d a repair install of Windows.
