my amd 400 kept on locking up, which i thought was registry related, (win 98). i fdisked, formatted and reloaded win 98 again, several times. sometimes it will go thru a complete install, other times half of one. end result protection errors, usually on reboot. The errors vary, most common is "while initializing device configmg/ios"
I have tried win 98 and even reverted to a win95 install. any ideas?

Have you tried underclocking the AMD, just to see?

Check some of your BIOS settings. You could try setting it to the defaults and see if the o/s loads properly. If you have a VIA MPV3 based m/b with an Award BIOS, sometimes disabling the "write cache pipeline" or even the L2 cache will allow an install without errors. Once you've got the system up and running you can experiment with more agressive settings.

Disable PNP in bios, then in device mgr. Have you upgraded the bios? Hit pause on boot and check the dates. My new pc shows ambios dated 1995!!! Do you have a temp gauge on the CPU? Get a radio shack and a tiny dot of rtv or, slip it under the cpu cooler strap if possible, always directly in contact with the chip.. not nasa grade but works.
