Here's the system:
Aopen HX45A Case w/250watt p/s
AX63pro
PIII500
128Mhz PC133
Viper V770
Here's the problem:
When I hit the switch on the power supply, nothing happens. I know it is not the outlet or the cable, but how can I see if it is the power supply or the motherboard? Should the power supply fan run even if the motherboard is not connected? (It doesn't.) Any suggestions?
Please provide any advice that you have.

power supply fan should run w/o m/b connection.

Make sure the power cable is FULLY inserted into its connector on the back of the pc. Also, check to be sure you have the power switch correctly installed on the motherboard connectors.
There may also be a power switch on the back of the power supply that is not real obvious. Take a close look.

One more observation...
When I turn on the power supply switch, if I put my ear to it, I can hear a faint "sizzling" sound. Sounds like power is getting there, but it's just not working. Think I'll try replacing it as soon as I can.

I have the steps for you to test out what is causing the prob:
1: Crack open that case and remove all cards; I mean all cards including video. Disconnect both IDE cables and the floppy. Remove the Ram and then try and boot. If the fan even moves a hair on the power supply its good and the MB is bad, ot the processor.
2: If it powers up you should get a beep code for no Ram, put the Ram in and reboot.
You should get a no video beep code.
3: If it boots this time the Ram is good. Put the video card back in and reboot. It should give you a bios read out and a mem check and lock at floppy drive fail.
4: All you do from here is slowly reattach the Floppy, boot, shutdown, plug in the CDROM, boot, shut down, pulg in the HD, boot, shut down, put in another card, boot...... ETC.
When The Sys Fails to Boot you have found the Bad Part... Replace that part and you should be OK.
