Check out the pic.

What does "Rate" mean? Obviously how fast data is being transferred. Also what does "BUffered" ? Not sure. To increase this process, what kind of CD/DVD writer drive would I need? Like, what kind of numbers to look at? For example, if I was to buy a better video card I would have to check the specs for: Pixel Pipelines, Memory and Core clocks in Mhz.

I think those parameters are based on the processor you are using. A faster PC will have higher rates and the program itself limits the buffer sizes.

That utility is all CPU/RAM. Dual core would really improve things.

First, that is not DVD Decrypter in your screen shot, it is DVD Shrink. Just about any type of video work will bring even the best machine to a crawl. To get the fastest encoding/decoding/rendering you need 2 gigs of memory at least and an Intel based dual core processor, preferably a E6600 or above. As to the DVD drive, many are "locked" at a slower speed when reading pressed commercial DVD's. THIS IS GENERALLY TO PREVENT PIRACY!!! (you do own those DVD's, correct???) To see what the specs are on your drive get Nero CD/DVD Speed. It's free and can tell you all about your drive.
Then there are several sites with update/modified firmware for the more popular drives that can speed up the reading of DVD's. Be careful though that you get the right one and do the flash properly as you can bork your drive totally if you are not careful.
Rate is the amount of meg's per second that are being encoded. Shrink creates a temporary buffer on your HD as it is working to keep your monster satisfied.
