Depends if you want the popular answer, or the true one. The true one would be "it isn't".

Those at the head of democratic nations need to co-operate effectively to create the illision of freedom amongst the masses in order to keep them subservient.

Sorry, but having studied politics in the past, i have a pretty damning view on more or less all socio-political power structures

My take on the question would be something along the lines of social cooperation between the elected and the electors, that the apparatus of the state can only function and survive with the support and cooperation of the masses, while similarly the masses rely on the apparatus of the state to ensure their quality of life, thus democracy is a cooperative system where the masses grant power on the basis that the ruling class will serve their majority interest, whiel they do this, the government will remain in a position of power with relative freedom to rule as they see fit. You coudl also expand to factors such as international cooperation between states and multilateral international organisations, etc. etc.

Of course, thats the model answer, my personal views are more in lien with the above, government is a machine whereby the interests of the few are served by the unknowing permission of the masses

And thus all is happy and well in the world of Liberal Democracy

But i rarely even do my own homework and assignments these days, nevermind yours ;)
