Asking for insight as to why chatroom is blocked through my DSL modem and Qwest.com ISP but is not through my dialup ISP Burgoyne.com

Chatroom helpdesk (Notre Dame University, ND.edu) does not know why...

Any thoughts??

Check your HOST file. Delete the entry to the chat address if there is one then reboot. If you don't need the HOST file at all (rarely needed) then delete it.
