Hey guys... a big interest in the news lately is the NSA spying on phones and big phone companies assisting the NSA by opening their doors to records and other information. Now Cingular (AT+T) is having subscribers all update their SIM cards to "provide us with better service"... is this just a smokescreen to provide the NSA with more efficient means to get the info they want.. perhaps more automated? some say it is so...

I couldn't see it being a particularly effective method of tracking tbh.
Having worked for a large Cellphone company in the past, its surprisingly commonplace for a Cellphone account to be obtained out fraudulently either in a false name, or in the name of an unknowing third party (especially if you have "access" to the sort of resources a halfway serious terrorist/paramilitary/government organization should have).
In my mind, anyone half way serious would simply take out a number of fraudulent accounts (or boost a load of handsets) and flush the SIM cards after each usage.
