For the last few weeks my anti virus and other things that normally update automatically have not updated. I get an error message stating 'Cannot Connect to Port 80' and then it times out. All my other Internet and Outlook works fine. What magic switch do I have to flip to get this working again?

Are you running a blocker program such as AdAware AdWatch?
Is this at home or work? Do you have a router?
We need lots more details.

Id suspect firewall - examine your router or remove it from the equation
What firewall are u using?
Have u tried a spyware scan?
Try another browser - Firefox if that doesnt fix it then it may be ie6 or the Operating system
Check your intenet options/ connections/lansettings/proxy setting isnt configured - it should be no proxy!!!
Plenty of things to try but u need to give us more info as Sterling says!!!
