cannot access Hotmail or Ebay accounts

Windows XP.
I cannot access my Hotmail or Ebay accounts, it says the page cannot be displayed. Every other site on the internet works just fine. I have cleared the cookies and cache, and history. It just refuses to access.
I even disabled the firewall & turned IE security down. I ran AVG scan, no v's found.
Can anyone help?
