So, I have a trcker in my website, and I'm curious about something.

What would cause the it to count a hit? Does the page have to be physically loaded? r could a cookie or bookmark do it as well?

I'm curious because there is one person who views it a lot, too much in fact. And I'm wondering if it's bookmarked and everytime they open their browser it counts as a hit? Or are they physically loading the site?

It really depends on the counter you're using - sounds like you are though getting traffic site analysis that shows unique IP addresses and number of views based on knowing one person visits the site "too much"

There are so many freeware and inexpensive counters out there, go find one that will give the info you're looking for, help you avoid, as an example, even your own visit to the site to count as a hit, etc.

And cookies, bookmarks are a different matter altogether. And the whole purpose of the temporary internet cache in IE is to speed the loading of pages you looked at during a current open browser session because they're saved in that folder and actually get reloaded from your own hard drive if you return to that site in the same session.
