What happens? It should bring up a Explorer-pane view of all your drives. If you have Tweakui, it can redo the icon to it's proper state. The icon's "properties" point to c:\windows\system\sysdm.cpl, the system control panel.

I know what it's supposed to do; however, clicking on the icon fails to hit the target. Could I have deleted an important file? Is there a fix for this? any help would sure be appreciated.
Sounds like a bad win95 install which will continue to fail over time.
You don't really need the "my computer" icon for anything - Everything can either be done from windows explorer or the control panel. So - if everything else seems to work okay, I wouldn't loose too much sleep over it, but I would start planning to reinstall win95 and all the other software and drivers.
I'd also do a virus sweep just to make sure nothing's crawling around my system.
