Does anybody know where there is a good sight and/or article, in plane English, that a non computer literate person, can read and understand why they don't connect @ 56k.
I don't need this for me specifically. I work Tech. supt. for an ISP and I can't find anything that I can refer the customers to...

Just tell them that the FCC limits the connect to 52k, and go ***** to them.
Alternatively, tell them their phone lines have too much noise on them, and they won't get anywhere near 56k, which is usually the case anyhow.
