Can he or has he tried to bootup in the safe mode? (hit F8 right after the post and it will give you a choice of how you want to continue) Run SFC (system file checker) and see if he has any missing or corrupted files.
start from there....let us know what has been tried and what results you get.

Boot into safe mode make sure that in device manger there are not multiple devices listed. If there are remove them, also if it is an OEM machine make sure that he didnot install the USB upgrade, also this can be caused by 16bit drivers loading in the config.sys file or autoexec.bat, i would rename those files and also try putting MaxFileCache=6144 under the [vcache]
setting in the system.ini file

An error of this type can also come from running an AMD K6-2 at 350/+mhz while using Win95 without the K6-2 patch, OR if certain updates (like adding USB support)are made AFTER installing the K6-2 /350 patch.

I've had the same problem a couple of times and it was a bad video driver in both my cases. Usually you can boot into safe mode if this is the case. From there you should be able to reload the video driver or at least select a generic driver that will work until the correct drivers can be re-installed.
Hope that helps.

If these don't help, we have other options to try. Let us know what happens.
