Questions:
Is the graphic card a AGP?
Next, what is the speed of your memory?
USUALLY, and I stress that, OEM motherboards are restricted as to what you can do with them regarding upgrading. Things like FSB and Multi's are usually locked. That said, most OEM mobos can handle upgraded CPU's to some extent.
In your case, unless your mobo can handle a dual core CPU I would not bother upgrading the CPU. Upgrade your vid card to the fastest you can get, this will give you the biggest bang for your buck. The one you have is about the bottom of the barrell in either AGP or PCIe. Also make sure you have at least 1 gig of memory, 3200 speed or above.
As for TV cards, you can look at either the ATI AIW cards or something like the Hauppague cards. Just make sure you get hardware decoding.
I have a multi-media system I built with a AMD 3200 and a 9600 AIW connected to my 50" Samsung HD DLP. Playing games and videos is great. TV is just ok. For high def broadcasts there are some over the air PCI cards out there, but as we only have 4 channels in our area that are high def, I'll wait until there are cable cards available.

No sense in upgrading the cpu. the 3400+ is a s754. the top is only a 3700+ which won't make that much difference.
