Some external devices do not work when connecting by USB

It's a mobile phone (system doesn't see it at all) and web-cam (stripes scrolling down on screen and the darker pattern)
All of theese devices work normally on another computer
Supposed USB doesn't keep necessary voltage
Any help on this topic? Thanks!

Are you connecting to the board's own rear jacks, or through front panel connectors? Are other devices working OK on the same (!) connector as those that don't?

The web cam might _require_ USB2.0 high speed ports, which this old board doesn't have. Check that too.

I don't have any front panel connector
No problem with the photo camera connecting to this comp thru USB
However mobile phone is not seen by the specific software on this comp
And no problem on another comp.

Making mobile phones connect to PCs is a nightmare. They fail as often as not. My Nokia would work by bluetooth, but not USB. Reinstalling Windows fixed it, of course.

It's not a motherboard problem and it's not a USB problem. It's a Windows issue.
