Pictures can't be seen - outlook express

I have sent several e-mails containing images.photos etc to family recipients but quite a few tell me they can see the captions but not the images!
I have tried re-sending them in HTML format but still seems to fail.
What am I/they doing wrong. We are using Outlook Express by the way.

Have you had them check the security settings in OE to make sure it isn't blocking the pictures?
