Explorer cannot be found

My kids fiddled with the IE Icon, even the smaller one in the sys tray comes up with "page cannot be displayed"
I have to open up "my computer" and type into the address bar for IE to work.
All subsequent windows that are opened up by hyperlink come up as "page cannot be displayed" also. How can I tell what is different in the properties of the icons, as compared to when I type it in, and how would I correct this ? I'm using Win 98SE.

Sounds like the launching application has been trashed. First, look in the recycle bin and see if you can find the desktop icon or any other IE apps and restore them. If no such luck, you may have to go to the control panel and Install/delete Windows components and reinstall/repair IE.
