In Win95, you can create a shortcut icon to:
rundll.exe user.exe,exitwindowsexec

(This will also run the DOSSTART.BAT file if you have it)

This only reboots it once though, and I've never tried it in Win98..

Yes, there is one - Atrubons 1.2 - and it is highly customizable - you can e.g. set the time after which the computer will reboot/switch off etc. It is at http://www.iclub.lv/nbinc/support/zips/atr1_2.arj

I don't think it would be difficult to create a batch file in DOS to accomplish this.

I meant to write that a short program written in Basic (and run in DOS) designed to simply keep looping would likely work.
