well this is the problem device according to window's system info:

Try using standard PS/2 mouse drivers. If they work then the drivers are the ones that are f***-up. Only go the manufacturer website and download any new drivers that could be around.

If there is still problems, then try another PS/2 mouse (if you have spare) and try it. If it works then there is something wrong with the mouse itself. Try the mouse on another computer and see what you get.

If you get the same error even with another mouse then there is a problem with the device on windows. Try erasing the trace from the registry and remove the mouse from Device Manager. Reboot and use the second mouse and let windows configure itself. If it works change the mouse and install its drivers.
