Computer restarts when shutdown

I've got to go look at a friends computer, it is a Gateway PII/233 w/ win95. He just had a network card installed and a cable modem attached. Later that evening he tried to shutdown the computer, and it would restart every time. I'm guessing maybe a driver problem, but I'm open to sugestions.

This probebly won't help much but -

I've seen this happen under Windows NT when it tries to power down your computer with an incorrect version of hal.dll
This file may have been replaced or something. You could try restoring it from your Windows CD.
